"Global Governance and the Role of NGOs"


GEIC and the UNFCCC Secretariat do joint project for COP3 Information Systems

GEIC and the UNFCCC secretariat planned the information systems for the COP3 conference. Called "CC:INFO at COP3", the project covered four aspects:

  1. the homepage design and contents
  2. a Cyber Cafe at the conference itself
  3. information at airports and hotels; and
  4. the Japanese homepage.

The objective of the whole exercise was to make the COP3 as interactive an experience as possible on the internet. Live broadcasting of the Protocol negotiations and simultaneous e-mail conferences represent two of the 15 or so features that were planned for the COP3 homepage. Many of these involved multimedia.

Objectives of the GEIC Climate Change Project

"The United Nations system and Governments should initiate a process...for the involvement of [NGOs] at all levels from policy-making and decision-making to implementation" (Agenda 21 Chapter 27 para 27.6).

The GEIC project on Global Governance and the Role of NGOs has the objective of defining ways in which the UN system can accommodate non-governmental inputs. The project focuses on climate change issues, and link to the Third Conference of the Parties to the Climate Change Convention (COP 3) held in Kyoto in December 1997, as well as the Fourth Conference of Parties (COP4).
