"Inter-linkages was not included in Agenda 21 as a thematic cluster although various aspects of the concept are promoted throughout the document.

At present, inter-linkages remains complex and to a certain extent abstract, for the most part, understood only in terms of a broad overarching principle to create more efficient sustainable development systems. Work is required to develop a greater level of understanding at the level of practical implementation. Such an understanding could be fostered with more research and comprehensive case studies that would provide concrete examples of how an inter-linkages principles could be operationalized at the policy and working levels."
